Osborn Village Condominium is a 14-unit condominium community in Phoenix, AZ. You own your individual unit and an undivided share of the common elements. The association maintains the building exterior, common areas, and carries master property and liability insurance. Living here requires paying monthly assessments, following rules on pets, parking, leasing (minimum 6 months), and noise, and obtaining board approval for structural or exterior changes.
- What you own & maintain: You own the interior of your unit (walls, floors, ceiling finishes). You are responsible for maintaining the unit interior and limited common elements like your patio, front walkway, and tree. The association maintains and replaces all common elements (including roofs, main walls, pool, landscaping) and repaints exterior surfaces at least every 5 years.
- Leasing & rentals: Leases must be in writing, for a term of at least 6 months. Subleasing and assignment of leases are prohibited. At least 10 days before a lease starts, the owner must give the association a copy of the lease and the tenant's names, contact info, and emergency contact. The owner remains liable for any rule violations by the tenant.
- Pets: Only 'Permitted Pets' (dogs, cats, fish, or birds kept as household pets) are allowed. The board decides a reasonable number per unit. Dogs must be leashed outside the unit, and owners must clean up after them. The board may ban breeds it considers dangerous.
- Parking & vehicles: Vehicles may only be parked in the unit's carport, driveway, or assigned parking spot. No recreational vehicles, boats, or inoperable vehicles are allowed anywhere on the property. Speed limit is 10 mph. Carports must be kept clear of storage and debris.
- Assessments & fees: Regular assessments are set by the board based on a budget that must be approved by 10 of 14 owners. Special assessments for capital improvements also require 10 of 14 approval. Late fees and interest apply if unpaid. A transfer fee is charged to new owners upon purchase.
- Alterations & improvements: Nonstructural interior changes (e.g., painting, flooring) do not need board approval. Structural changes or any alterations visible from the exterior require prior written board approval and, for structural work, certification by a licensed engineer. The board may require a security deposit and insurance for the work.
- Use restrictions: Units are for residential use only. Home businesses are allowed only if not detectable from outside, comply with zoning, and don't disturb the residential character. Nuisances, offensive activity, or excessive noise are prohibited. No signs visible from common elements except those required by law or approved by the board.
