What Palo Verdes's governing documents say
Palos Verdes is a single-family home community in Phoenix, AZ — you own your lot and house, and the homeowners association (Palos Verdes Owners Association) maintains common landscape easement areas and enforces rules through covenants and an architectural committee.
- Residential use: Lots must be used exclusively for single-family residential purposes. No business, trade, or commercial activity is allowed on any lot.
- Assessments & fees: Annual assessments are set by the board, initially capped at $120 per lot, and can increase annually based on the Consumer Price Index or by a 2/3 member vote. Special assessments also require a 2/3 vote. A working capital fee equal to 1/6 of the annual assessment is due from each new purchaser from the declarant.
- Architectural review: Any exterior alteration — including additions, color changes, window coverings, HVAC, or solar panels — requires prior written approval from the Architectural Committee. The committee must act within 60 days, or approval is deemed granted.
- Pets & animals: Only a reasonable number of common household pets are allowed (no livestock or fowl). Pets must be leashed (max 6 feet) when off the owner's lot and must not create a nuisance or be visible from neighboring property. Owners must immediately remove pet droppings.
- Parking & vehicles: No trucks over 3/4 ton, campers, boats, or recreational vehicles may be parked where visible from neighboring property or streets, except for smaller pickups with camper shells (under 7 ft height) and mini-motor homes (under 7 ft height, 18 ft length) used regularly for transportation. Inoperable vehicles must not be stored visibly.
- Signs: Only one residential identification sign (max 80 sq in), one 'for sale' or 'for rent' sign (max 5 sq ft), and signs required by legal proceedings are permitted. No other signs are allowed.
- Common walls: Owners of attached lots sharing a common wall have mutual rights and duties. If a wall is damaged by an owner, that owner must repair it. If damaged by other causes, both owners share the cost equally.
- What this document doesn't cover: This declaration does not address leasing restrictions (minimum lease terms, rental caps), age restrictions, or specific rules about noise, guest parking, or storage beyond vehicles and trash. Additional rules may be adopted by the association board.
