Roy’s Place is a single-family home community in Phoenix, AZ, governed by a homeowners association (HOA). These Covenants, Conditions, and Restrictions (CC&Rs) apply to all lot owners and occupants, setting rules for use, appearance, and behavior to maintain property values.
- Residential use & home businesses: All dwelling units must be used exclusively as residences. Limited home businesses are allowed if not detectable from outside (no noise, odor, traffic, or customer parking).
- Pets & animals: A 'reasonable number' of dogs, cats, parakeets, or similar household birds is allowed as pets; the Board decides what is reasonable. Dogs must be leashed off the owner's lot, and feces must be removed from common areas. No other animals, birds, fowl, poultry, reptiles, or livestock are permitted.
- Leasing & rentals: No lot may be leased for a period of less than 30 days. The owner is responsible for tenant compliance with all governing documents. For-sale and for-lease signs are limited to 18x24 inches with a 6x24 inch rider.
- Parking & vehicles: Only private passenger vehicles and pickup trucks up to 1 ton, 84 inches in height or width, and 228 inches in length may be parked in garages or driveways. Other vehicles (RVs, boats, trailers, commercial vehicles) must be kept in fully enclosed garages or in Board-designated areas. Inoperable vehicles cannot be parked in unenclosed areas. No vehicle repairs outside a garage.
- Architectural review & design: All improvements visible from neighboring property (including landscaping, fences, sheds, solar panels, antennas, window coverings, etc.) require prior written approval from the Design Review Committee or Board. The Committee may charge fees and require bonds. Garages must be kept closed except for entry/exit; no detached garages allowed. Basketball goals require Committee or Board approval.
- Signs & advertising: Only street address signs (max 2 per residence, 72 sq. in. each), for-sale/for-lease signs (max 18x24 inches), one political sign (max 24x24 inches, displayed 45 days before to 7 days after an election), and developer signs during construction are allowed. Signs must not be visible from neighboring property unless permitted.
- Maintenance & landscaping: Owners must maintain landscaping on their lot and adjacent public right-of-way areas, keeping them neat and free of debris. Damaged dwellings must be fully repaired within 18 months. The Board may enter lots to install landscaping if the owner fails to do so.
- Common areas & easements: All owners have a non-exclusive easement to use common areas. The Association maintains common areas and may regulate their use. Utility easements exist across lots for infrastructure. Ingress/egress easements through common areas are created for lots that need them.
