What South Vista Villas Community Master Association's governing documents say
South Vista Villas Community Master Association is a master-planned community in Phoenix, AZ, governed by a master association that oversees both single-family lots and condominium units. This document establishes uniform restrictions, assessments, and architectural controls for all property owners, lessees, and residents. It applies to owners, tenants, and residents within the association.
- Architectural review: All exterior changes to residential parcels—including buildings, fences, landscaping, and color schemes—require prior written approval from the Residential Design Review Committee. No changes may deviate from approved plans without further approval.
- Assessments: Annual assessments are levied per membership (e.g., $150 per membership until 2020, with annual increases up to 5% or CPI). Special assessments for capital improvements require approval of Declarant (if Class B exists) or two-thirds of members. Reduced assessments apply before construction is complete. Delinquent assessments bear 12% interest plus late fees and attorney's costs.
- Pets: A reasonable number of common house or yard pets are allowed, but not for commercial purposes. No animal may cause unreasonable noise or nuisance. The board determines what is reasonable and may restrict structures visible from neighboring property.
- Parking & vehicles: No vehicles exceeding 3/4-ton rating, mobile homes, boats, trailers, or recreational vehicles may be parked visibly from neighboring property, common areas, or streets. Pickup trucks under 3/4-ton with low-profile camper shells are exempt if used for basic transportation. Vehicles must be parked in garages, driveways, or designated spaces; inoperable vehicles and major repairs are prohibited outdoors.
- Signs: No signs visible from neighboring property except: signs required by legal proceedings, up to two small residence identification signs (72 sq. in. each) approved in advance, and builder/real estate signs approved by the Design Review Committee.
- Landscaping & maintenance: Owners must keep lawns, shrubs, and trees trimmed and free of weeds on their lot and adjacent public rights-of-way (except areas maintained by the city or master association). Buildings must be kept in good repair and adequately painted.
- Nuisances & activities: No rubbish, odors, or noise nuisances (e.g., exterior speakers) are permitted. Construction debris must be managed, and storage areas may require screening. The board may regulate any activity deemed a nuisance.
- Party walls & fences: Owners of contiguous lots share party walls/fences equally. Damage caused by an owner or their guests must be repaired at that owner's cost; damage from other causes is shared proportionally. Modifications require consent of all affected owners. Master association may maintain fences between common areas and lots.
