Val Vista Estates is a single-family home HOA in Phoenix, AZ. The rules apply to all lot owners and residents. It is a high-class residential community with strict design, maintenance, and use standards.
- Architectural review & construction: All new buildings or exterior changes (including fences, walls, and paint) require written approval from the Board. Minimum floor area is 1,500 sq ft (excl. garage/porches), one story (bi-level excepted), brick or masonry. No portable structures, doghouses, or satellite dishes larger than 1 meter in diameter without approval.
- Parking & vehicles: No trucks over 3/4 ton, buses, trailers, boats, campers, or non-passenger vehicles may be parked for more than 72 hours without Board permission. Storage of RVs and licensed vehicles is allowed behind the caretaker's house.
- Pets: Only house pets belonging to residents or visitors are allowed. Pets must be kept inside or on a leash; owners are responsible for visitors' pets. No fowl or other animals.
- Trash, storage & maintenance: Trash receptacles may only be outside on pickup day and must be returned promptly. No incinerators, burning, or accumulation of junk. Yards must be maintained per Mesa City Ordinance. No yard sales or outdoor clotheslines.
- Assessments & dues: Quarterly dues are due Jan 1, Apr 1, Jul 1, Oct 1 with a 15-day grace period. A late fee of 10% of the delinquent amount applies after the grace period. Delinquent owners lose voting rights.
- Prohibited uses & signs: No commercial activities, no signs except one 'For Sale' sign (20x25 inches) by owner or realtor. No exterior design changes without approval. No yard sales.
- Enforcement & fines: The Board may assess penalties for violations after a hearing. Enforcement escalates from verbal to written notice to legal action. Violators liable for attorney fees. The prevailing party in litigation gets costs.
- Amendment process: The Declaration of Restrictions may be amended by a 90% vote of association members. The Bylaws may be amended by a 2/3 vote of members present at a meeting.
