Haisley Homestead is a residential community in Prescott, AZ governed by a property owners' association (Haisley Homestead Property Owners Association). This document applies to all lot owners and sets rules for the use, maintenance, and leasing of single-family lots and multi-family units.
- Residential use & occupancy: All lots are limited to single-family residential use, except a designated multi-family area. A single-family dwelling may be occupied by one or more persons related by blood, marriage, or adoption, or by up to four unrelated adults maintaining a common household.
- Architectural review & construction: All exterior alterations, new construction, and landscaping must receive prior written approval from the Architectural Review Committee (ARC). Minimum living area requirements: 1,100 sq ft for single-level, 900 sq ft for 1st floor of two-story/Cape Cod, 1,200 sq ft for split-level. Setbacks: at least 25 ft from front, 10 ft from side, 15 ft from rear lot lines, and 20 ft from private street curb. A construction deposit of at least $10,000 is required unless waived by the ARC.
- Parking & vehicles: Each lot must provide off-street parking for at least two vehicles. No camper or RV over 6,500 lbs GVW may be parked on any lot. Commercial vehicles and trucks (except pickups without oversize shells) must be concealed from public view. Recreational vehicles, boats, and trailers may be parked on private streets/drives for up to 48 hours for loading/unloading. Overnight parking on private streets for more than three consecutive nights is prohibited. No vehicle repair work outside of a garage or screened carport.
- Leasing & rentals: All leases must be in writing, for a term of six months or more, and include a Crime Free Lease Addendum. Owners must register each new tenant with the association. The lease must state that violation of governing documents is grounds for eviction. Owners remain liable for tenant violations.
- Animals: No commercial animal keeping. Pets must not create a nuisance. Animal enclosures must not be visible from adjacent properties without board/ARC approval. Pets must be on a leash no longer than 6 feet when off the owner's lot. Owners must clean up after pets.
- Assessments & liens: Each lot/unit owner pays a pro-rata share of common area maintenance, private street repair, insurance, administrative costs, and reserves. Assessments are due upon invoice and delinquent if not paid within 20 days. Delinquent assessments bear interest and create a lien on the property, enforceable by foreclosure.
- Common areas & maintenance: The association maintains and repairs private streets, private drives, and common areas. Owners must maintain their own lots; if they fail to do so, the association may enter, repair, and charge the cost as a lien.
- Business & timeshare restrictions: No trade or business may be conducted on any lot unless it is not detectable from outside and complies with zoning. No timesharing, fractional ownership, or similar plans are allowed. No temporary structures or mobile homes may be used as residences.
