Mingus Meadows is a single-family home subdivision of 16 parcels in Prescott, AZ, governed by an owners association (Mingus Meadows Owners Association). The rules apply to all homeowners and aim to maintain an attractive residential rural character with significant animal-keeping allowances and strict architectural controls.
- What you own & maintain: You own your parcel and the home on it. The association owns and maintains the private road (Common Property) and utility improvements, funded by assessments. Homeowners must also build and maintain their own private road improvements (double chip seal) and utility conduits to the parcel.
- Architectural review: Any construction, landscaping, fencing, or other improvements require prior written approval from the Architectural Review Committee (ARC). Plans are reviewed for aesthetic harmony, and a $40 fee is charged (adjustable). Approval is automatic if no response within 30 days of complete submission.
- Residential structures & minimum size: Only single-family site-built homes (no mobile, manufactured, or modular homes) are allowed. Primary residences must have at least 1,800 square feet of living area (excluding garage, porches, patio). Guest houses are allowed but cannot be rented separately. Construction must be completed within 1 year of building permit.
- Setbacks & location: Dwellings and other buildings must be at least 35 feet from any parcel boundary or easement line (amended from original 100 ft). Sewage disposal systems must be at least 50 feet from property lines.
- Animals: Horses, donkeys, mules, and cattle are allowed with limits: up to 2 riding animals per acre on parcels under 10 acres; cattle only on parcels 10+ acres (2 per acre maximum). No pigs, fighting chickens, or wild animals. A reasonable number of cats and dogs are allowed, but no breeding or boarding for sale of more than one dog or cat. All animals must be fenced with approved fencing (no barbed wire, T-posts, or chain link). 4-H animals allowed temporarily with association approval.
- Leasing & rentals: Guest houses and servants quarters cannot be rented or leased separately. The declaration does not restrict leasing of the main dwelling itself, but any lease must comply with all other restrictions. The document does not mention a minimum lease term or rental cap.
- Assessments & fees: The association can levy regular assessments for maintenance and reserves, and special assessments by majority vote. Assessments become a lien on the parcel. The initial ARC review fee is $40, adjustable. Late payments incur penalties, interest, and attorney fees.
