White Horse Ranch is a rural residential community in Yavapai County, Arizona, where parcel owners automatically become members of the association and co-owners of a shared well and water system. Property is restricted to single-family use with annual assessments for both land and water.
- What you own & maintain: You own your individual parcel and hold a fractional interest (one 1/250th share per 2 acres) in the shared well and water system. The association maintains common roadways, entry, and perimeter fences; you maintain your parcel and individual water line.
- Annual property assessments: The association levies per-acre maintenance fees based on whether your parcel is improved (has a building permit): $12/acre/year for improved, $8/acre/year for unimproved. These fund roadway and common area maintenance.
- Water system hookup & monthly costs: Connecting to the well costs $5,000 per residence. Monthly charges include a $20/month minimum assessment per share, plus a usage charge of $2 per 1,000 gallons of water delivered.
- Water use limits & overage charges: Each share entitles you to up to 30,000 gallons per month for domestic use. Water consumption above that is charged at double the normal per-gallon rate; the association can also limit water during supply shortages.
- Land use & livestock: Only a single-family dwelling, private garage, and (if approved) a guest house are permitted; no commercial enterprise or mobile homes allowed. Horses, cattle, and domestic animals are allowed in reasonable numbers, but pigs, fighting chickens, and wild animals are prohibited.
- Delinquency: liens & water shutoff: Unpaid assessments—whether for property maintenance or water—become a lien on your property with 10% annual interest. If payment is more than 30 days late, your water service can be shut off and your voting rights suspended until all back payments are made.
- Voting rights: You have one vote per acre of land for decisions about property maintenance and common areas. For water-system matters, you have one vote per well share when your meter is connected.
