Blackhawk is a residential single-family home subdivision in Williamson, AZ (Yavapai County). These covenants run with the land and bind all owners and occupants. The subdivision has a mandatory homeowners association (originally a sewer district) that manages and assesses for sewer maintenance.
- Land use & building type: Lots are for residential use only. Only one detached single-family dwelling per lot, max 2 stories. Log homes, A-frames, geodesic, and underground homes are prohibited. No business, commercial, or industrial use.
- Minimum home size & parking: Dwelling floor area must be at least 1,400 sq ft of livable area (excluding porches, garages, etc.) or 1,000 sq ft on ground level if there is a second story or basement. Each home must have a double garage.
- Architectural review: All structures, fences, landscaping, and exterior changes require prior written approval by the Architectural Committee (initially Robert Bird and Phillip Larson, later a committee elected by lot owners). If no decision within 30 days, approval is deemed granted. Plans must show design, materials, colors, and site plan.
- Fences & exterior: Fences are allowed only for specific purposes (child containment, animal control, architectural effect) and must be approved. Garage doors must be closed except when entering/leaving. No visible TV antennas; ham radio towers must be retractable. No reflective window materials without approval.
- Pets: A reasonable number of dogs, cats, or other household pets are allowed, but not for commercial purposes. Livestock and poultry are prohibited.
- Vehicles & parking: All vehicles must have working mufflers. No repair work outside a garage. Disabled vehicles must be stored in garage or removed. Boats, motor homes, and trailers are permitted only if kept behind the front of the home and parked on concrete or asphalt. Commercial vehicles may not be parked on lots except temporarily for construction or loading.
- Landscaping & maintenance: Landscaping must be completed within 1 year of final inspection. Minimum: 8 trees (no cottonwood, Russian olive, Siberian elm) and 20 shrubs. Vacant and improved lots must be kept free of rubbish and neat. During prolonged absence, owner must arrange for property care.
- Assessment & HOA: All lot owners automatically become members of the Blackhawk Homeowners Association. The HOA manages the sewer lines and can assess members for maintenance, insurance, and administration costs. Unpaid assessments become a lien on the lot and can be foreclosed. The HOA can be amended by owners of 2/3 of lots.
