Dreamland Villa is a 55+ retirement community in Arizona. These bylaws govern the HOA membership, board operations, and community rules. Residents must meet age restrictions, and membership is voluntary but required for access to amenities.
- Age restriction (55+): Each dwelling must have at least one resident 55 or older. No one 18 or younger may reside longer than 90 days. The community complies with the Housing for Older Persons Act.
- Membership & dues: All residents within the 18 sections and certain renters may purchase a voting membership. Annual fees are set by the Board and due by Jan 31; increases over 10% require membership vote. A one-time Transfer Fee applies to new owners (except between family). Membership is not mandatory but non-payment suspends privileges.
- Smoking ban: No smoking in any indoor facilities, pool areas, showers, or restrooms.
- Meetings & voting: Annual membership meeting in February; board elections on second Tuesday in March (8am-7pm). Quorum for general meetings is 100 voting members. Board has 5 members, terms up to 6 years.
- Board powers & spending: Board manages assets and maintenance. Capital expenditures over $20,000 require membership approval. The Board cannot borrow money without two-thirds membership vote.
- Behavior & suspensions: Membership can be suspended for rule violations, harassment, profane language, or causing the community legal costs.
