Grandview Retirement Village is a 24-unit affordable rental housing community in Crowley, TX. This Land Use Restriction Agreement (LURA) binds the owner (landlord) to income and rent limits for at least 30 years in exchange for HOME Program funding. Residents must meet low-income eligibility, and rents are capped based on area median income.
- Affordability & income limits: At least 5 units (20% of qualifying units) must be rented to Very Low Income Families (incomes at or below 50% of area median). At least 70% of units funded by HOME must go to families earning ≤60% of area median. The remaining units may go to Low Income Families (≤80% of area median). Annual income recertification is required.
- Rent restrictions: Maximum monthly rents for qualifying units are set by HUD formulas (per 24 CFR 92.252). Rents cannot exceed these limits, though they may increase if a tenant's income rises above the threshold but subject to a 30% of monthly adjusted income cap.

- Occupancy & unit use: All units must be rented as housing on a continuous basis. Common areas are for tenants and guests only. The project name indicates 'Retirement Village,' but the LURA does not impose a minimum age for residents.
- Property standards & maintenance: Units must be constructed/rehabilitated and maintained in accordance with HOME regulations (24 CFR 92.251) and a property standards plan.
