What Verrado Victory Phase 1 HOA's governing documents say
Verrado Victory District Phase 1 is a single-family home parcel within the master-planned Verrado community (Citrus Park, AZ). This Supplemental Declaration adds rules to the existing Verrado Charter and Covenant, binding all unit owners. The community is anticipated to be age-qualified (55+), but the actual age restriction will be in a separate Victory CC&R not yet recorded. Owners pay assessments to the Verrado Community Association and may also owe a Community Enhancement Fee.
- Maintenance responsibilities: Owners must maintain all improvements on their unit, including landscaping, irrigation, and structures, to the Community-Wide Standard. The association maintains Areas of Common Responsibility and party fences/walls adjacent to common areas; owners must paint the side facing their unit.
- Landscaping requirements: Builders must install landscaping (including irrigation) on all visible yards before selling a unit. If not properly installed, the association may enter the unit, install landscaping, and charge the owner via a Specific Assessment.
- Trash receptacles: Garbage and trash must be kept in covered containers of a type, size, and style approved in writing by the Founder or Design Review Committee.
- Assessments: Units are subject to all assessments under the Verrado Covenant and Charter, including a Community Enhancement Fee. Assessments commence as per the Victory CC&Rs (not yet recorded).
- Architectural review: Construction of improvements on any unit requires approval by the Reviewer, as set forth in the Charter and Design Guidelines.

- Nearby nuisances: The parcel is near Luke Air Force Base, Phoenix-Goodyear Airport, a wastewater treatment plant, and rural land allowing livestock. Owners may experience noise, odors, dust, and aircraft overflights. The Founder and association have no control over these uses.
