This is an ancillary document — a declaration that subjects the Verrado Highlands District (Phase 1 Parcels 5.411 & 5.412) to membership in the Central Arizona Groundwater Replenishment District (CAGRD). It binds all current and future owners of parcels within this specific phase and exists solely to secure the property’s water supply certification. It is not a full community rulebook and does not cover typical HOA-style regulations.
- Groundwater replenishment fees & assessments: Owners must pay a Replenishment Assessment (annual, based on parcel water use), Activation Fee (per housing unit, set by CAWCD, due before public report), Replenishment Reserve Fee (based on projected excess groundwater demand, also due before public report), Annual Membership Dues (set annually by CAWCD), and Enrollment Fees (paid initially and if re-platting increases parcel count). All amounts are determined by the Central Arizona Water Conservation District (CAWCD).
- Lien & personal obligation for nonpayment: Unpaid Replenishment Assessments and Annual Membership Dues become a continuing lien on the parcel and a personal obligation of the owner at the time they came due. CAWCD can pursue remedies under Arizona law.
- What this document doesn't cover: This document does not address typical community rules such as architectural standards, pets, parking, leasing restrictions, noise, or homeowner obligations beyond the groundwater-related fees. Those would be found in a separate declaration of covenants, conditions, and restrictions for the Verrado master association or sub-association.
