What Fire Rock Ranch's governing documents say
Fire Rock Ranch is a standard single-family home HOA in Chandler, AZ — each owner owns their lot and house, and the association maintains common areas and certain landscaping. The rules apply to all owners and occupants, and they cover design approval, use restrictions, parking, pets, leasing, and dispute resolution.
- Design review & exterior changes: All improvements visible from neighboring property require prior approval from the Design Review Committee. This includes landscaping, paint, window coverings, and structures like sheds or basketball hoops. The committee can grant variances and may require a security deposit.
- Pets: A maximum of two generally recognized house pets (as determined by the board) are allowed per lot. They must be kept as domestic pets only, and cannot be a nuisance to other owners.
- Leasing & rentals: Leases must be for at least 30 days, and no less than the entire lot may be leased. Tenants must comply with all governing documents, and owners are liable for their tenants' violations.
- Parking & vehicles: Private passenger vehicles may be parked within a garage; overnight parking elsewhere on the property is generally prohibited. Recreational vehicles, boats, and trailers must be kept inside a garage unless the board designates other areas. Inoperable vehicles are not allowed in unenclosed parking areas.
- Landscaping & maintenance: Front yard landscaping must be installed within 180 days of purchase (for non-cluster lots). Owners must maintain their landscaping and keep yards free of debris. For cluster lots, the association maintains front yard landscaping and irrigation within designated Landscape Maintenance Areas.
- Assessments & fees: The association levies annual assessments and may levy special assessments. The maximum annual assessment can be adjusted by the board. A working capital fund and transfer fees may also apply. Delinquent assessments accrue interest, late fees, and can lead to lien foreclosure.
- Use restrictions & nuisances: All dwelling units are for residential use only, with limited home-based businesses allowed if not detectable from outside. No offensive or hazardous activities, and no interference with drainage. Party walls between lots have shared maintenance obligations.
- Dispute resolution: Disputes must go through a multi-step process: notice, negotiation, mediation, and binding arbitration. This applies to claims under the declaration, bylaws, or association rules.
