Old Mesa Villas is a single-family home subdivision in Mesa, Arizona, governed by a homeowners' association (HOA). All lot owners are automatically members of the association and must comply with covenants that cover assessments, architectural controls, property maintenance, and use restrictions.
- Membership & voting rights: Each lot owner gets one vote per lot. Owners delinquent on assessments or in default for over 30 days lose voting rights until cured. The developer held 3 votes per lot until Class B membership converted to Class A.

Failure allows the association to perform repairs and place a lien on the lot.
- Amendment & duration: The covenants run for 20 years from recording (1983) and then auto-renew for successive 10-year periods. Amendments during the first 20 years require 90% of lot owners' consent; after that, 75% consent. All amendments must be recorded.
