Vista Mesa is a standard single-family home HOA in Colorado Springs, AZ. Homeowners automatically agree to follow the Declaration, Bylaws, and these Rules & Regulations when buying a lot. The rules cover exterior appearance, parking, pets, landscaping, and noise.
- Leasing & rentals: Owners must give tenants a copy of the Declaration and rules. Every lease must include a clause requiring tenant compliance; lease violations are a default under the lease. No minimum lease term is stated.
- Parking & vehicles: Speed limit 25 mph. No boats, trailers, RVs, or commercial vehicles may be parked more than 48 hours per week for loading/unloading. Inoperative or abandoned vehicles (untagged or unmoved for 7+ days) may be towed. No mechanical work outside an enclosed structure. No parking on the side of a dwelling unless enclosed or screened.
- Pets: Up to 3 total dogs or cats allowed, plus small indoor pets. Pets must be leashed and attended outside. Owners must clean up waste and are liable for damage. Prohibited animals: wild, non-domesticated, attack dogs, or pets with a bite history. No dog runs in common areas; dog runs on lots require board approval.
- Architectural review: Any exterior change—painting, structures, landscaping, fences, solar equipment—requires prior written approval from the Architectural Control Committee (ACC). The ACC has 30 days to respond. Front yard fences are limited to 2′ high unless closer to street than the dwelling. Chain link, wire mesh, barbwire are not allowed as primary fencing. Lots next to preservation areas may only use split-rail or similar fencing.
- Trash & landscaping: Owners contract for trash removal. Trash bins may be out from 6 PM the day before collection until the evening of collection. Owners maintain their own landscaping; weed and dead plant removal is required. Preservation areas must stay natural; no structures in no-build areas. Xeriscaping allowed with board approval. Maintenance equipment must be stored out of sight.
- Snow removal: Owners must clear snow from their entryway, driveway, and adjacent sidewalk within 24 hours. A 2″ accumulation triggers a pathway for emergency access. The city handles streets; the association clears trailheads and certain sidewalks after 3″. Stockpile snow on grass to avoid blocking access.
- Signage & flags: One for-sale sign up to 5 sq ft in the front yard, no more than 36″ high. Two security signs up to 100 sq in each. One small solicitation-restriction sign. U.S. flag and military service flag may be displayed (max 3′x5′), no other flags or banners. Political signs allowed 45 days before election, removed within 7 days after.
- General conduct & quiet hours: Illegal or hazardous activity, or any that interferes with peaceful enjoyment, is prohibited. Quiet hours are 10 PM to 7 AM. Uses must be single-family residential; home businesses that do not increase traffic, noise, or odor may be allowed with board approval. Holiday decorations: up to 30 days before and 14 days after the holiday. Garage doors must stay closed except for entering/exiting.
