Escondido Manor is a single-family home HOA in Phoenix, AZ. This amendment updates rules on residential use and architectural control. Key requirements: minimum 3,500 sq ft main residence, single-story structures only (basements allowed), and strict architectural approval for all exterior changes.
- Land use & building restrictions: Every lot must be used exclusively for single-family residential purposes. Only one main residence, a single-story garage, a guest house or servants' quarters, and ramadas/pergolas are allowed. Main residence must have at least 3,500 square feet of floor area (exclusive of open porches, garages, guest houses, servants' quarters, and outbuildings). Maximum building height is 28 feet at the highest point from average natural grade (excluding chimneys). Only single-story structures are permitted, but subgrade structures (basements) are allowed as long as the highest point does not exceed 28 feet.
- Leasing & rentals: Leasing of an entire lot to a single family is permitted, subject to all provisions of the Declaration. However, leasing a portion of a lot is not allowed.
- Architectural review: An Architectural Control Committee (initially appointed by Declarant) must approve all plans and specifications for any construction, alteration, repair, or material landscaping change. Owners must submit detailed plans including floor plans, elevations, materials samples, color chips, and a landscaping plan. The committee has 20 days (30 days for contemporary designs) to act; if no action is taken, plans are deemed approved, except contemporary designs require affirmative approval. The committee can disapprove for aesthetic reasons or lack of completeness, and its decisions are final.
- Landscaping requirements: New homes must have a landscaping plan for front and side yards showing either 50% green growing groundcover (with no more than half as turf grass) or approved desert landscaping. Landscaping must be completed within 60 days after the main residence is built.
- Financial disclosure for construction: The committee can require owners to provide a loan commitment or other evidence of financial ability to complete the proposed improvements before construction begins.
