Estrella Vista Laveen is a master-planned single-family residential subdivision in Phoenix, AZ governed by an HOA. Owners must comply with architectural review requirements, pay per-lot assessments, and follow land-use and vehicle restrictions; the HOA maintains common areas.
- Architectural review & approval: All exterior construction or modifications—including repainting (if exterior-facing), landscaping, structures, or fixtures visible from neighboring property—require written Design Review Committee approval. The Committee has 45 days to approve or deny; if no response within 45 days and you give written notice, approval is deemed granted. Decisions can be based on aesthetic considerations alone. Interior work that doesn't affect exterior appearance is exempt.

- HOA maintenance & common areas: The Association maintains and insures all designated Common Areas (shared grounds, roads, drainage, landscaping medians, and any Limited Common Areas). Boundary walls and landscape improvements on lots designated as Common Area are the Association's responsibility; individual lots and their interior maintenance are owners' responsibility.
- Developer/builder phase control: During the "Declarant Control Period" (while the developer or affiliates own property), the developer appoints the Board, controls the Design Review Committee, and is exempt from many architectural and use restrictions. After this period ends, the Board is elected by owners and design decisions shift to community governance.
- Dispute resolution process: Before filing a lawsuit, disputes must go through mediation, and if unresolved, binding arbitration. This includes claims about construction defects, compliance with the CC&Rs, and enforcement of HOA rules.
