Sierra Bella is a single-family residential subdivision in Phoenix, Arizona, where owners own individual detached houses on individual lots. The community association, governed by lot owners, maintains shared common areas and enforces design and use restrictions through recorded covenants.
- What you own & maintain: You own your individual detached dwelling unit and lot. The Association owns and maintains the common areas (landscaped open space, trails, private roadways) and certain adjacent rights-of-way designated as "Areas of Association Responsibility."
- Membership & voting: Every lot owner automatically becomes a member with one vote per lot. Joint owners of a single lot together cast one vote. During the builder's control period, the developer has enhanced voting power (three votes per lot owned).
- Assessments & fees: Annual assessments fund common area maintenance and association operations. After the base year (through December 31, 2002), annual increases are capped at whichever is greater: 10% or the Consumer Price Index increase. Larger increases require a two-thirds member vote.

- Use & residential restrictions: Lots are restricted to single-family residential use only. No business operations, commercial enterprises, or rental for transient/vacation purposes are permitted without specific approval.
- Parking, vehicles & storage: Commercial vehicles and recreational vehicles (boats, RVs, trailers, etc.) must be screened from view or parked in designated areas; they cannot be visible from neighboring properties or public streets. Personal vehicles are generally permitted but must be parked in garages or designated areas during certain times.
