Summerfield Place II is a single-family residential master-planned community in Phoenix, AZ, developed in phases. You own your individual lot and home; the homeowners association maintains common areas (landscaping, perimeter walls, signs, drainage) funded by annual per-lot assessments. The community is governed during development by a two-class voting structure where developers hold voting advantages that automatically phase out within ten years.
- What you own & maintain: You own your lot and dwelling unit; you maintain the interior and all structures on your lot. The association maintains common areas including landscaping, the exterior sides of perimeter walls, street medians, and drainage easements.
- Annual assessments: Assessments are levied equally per lot, starting when the first home is sold in your phase (prorated at close of escrow). Developers pay only 25% of the standard assessment. Owners choose monthly or semi-annual payment schedules set by the board.
- Late payments & collections: Late fees are 10% of the unpaid amount or $15 minimum, plus 10% annual interest. Unpaid assessments create a lien on your property (junior to first mortgages), which the association can foreclose on like a mortgage.
