What Bell West Ranch Homeowners Association's governing documents say
Bell West Ranch is a standard single-family homeowners association (HOA) in Surprise, AZ. This document is the set of Design Guidelines and Architectural Rules that all residents must follow when making exterior changes to their property. It does not include the full HOA covenants—only the architectural standards and approval process.
- Architectural review process: Any exterior alteration requires prior written approval from the Architectural Committee. Submittals must include an application form, plot plan, elevation plans, material specifications, a photograph (if existing structure), and a neighbor acknowledgment letter. The Committee has 30 days to approve or deny; approvals expire if construction does not start within 90 days.
- Antennas and satellite dishes: Installation requires prior approval unless prohibited by law. Preferred locations (in descending order) are: back yard screened, back yard unscreened, roof below roofline, side yard screened, roof above roofline, side yard unscreened, front yard screened. Wires must be painted to match.
- Awnings: Allowed only on side/rear of home, must be canvas or similar solid color matching body or roof color. Submittal requires drawing with location and material sample.
- Basketball goals: Permanent house-mounted goals are prohibited. Portable goals allowed if stored in back yard or garage when not in use, placed on interior side of driveway, kept in good repair, with only nylon nets. No metal/chain nets, no painted 'keys', no lighting for night play.
- Fences and walls: New fences/walls must be approved and must match existing texture and color. Side/rear walls may not exceed 6 feet in height. Raising party walls requires neighbor permission. Decorative or garden walls may not exceed 36 inches in height.
- Landscaping and plants: Front yard changes require approval. Prohibited plants include olive trees (except Swan Hill), non-dwarf oleanders, fountain grass, pampas grass, Mexican palo verde, mulberry trees, and all artificial plants. Citrus, fruit, and berries allowed only in rear yard. Rock ground cover must be consistent with neighborhood and not affect drainage.
- Flags and flagpoles: Only the U.S. flag and either the Arizona state flag or a nationally recognized military unit flag may be displayed. Maximum flag size: 3 feet by 5 feet; maximum pole height: 16 feet. Only one permanent pole per lot. Wall-mounted poles up to 5 feet long do not require prior approval. Must maintain per U.S. Flag Code.
