What Strawberry Hill Village and Racquet Club's governing documents say
Strawberry Hill Village is a planned area development (single-family homes) in Phoenix, AZ, with an HOA that maintains common areas and enforces restrictions for the neighborhood. Homeowners own their lots and homes, with shared party walls in some cases. The HOA has architectural control, leasing notification requirements, and a right of first refusal on property sales.
- Use & construction restrictions: Lots are limited to residential use. New homes and additions must meet minimum 1,100 sq ft ground floor, and no structures may be moved onto a lot. Temporary structures (except developer's) are prohibited.
- Architectural review: All exterior construction, alterations, or landscaping changes require prior approval from the Board. Plans are submitted; if not rejected within 30 days, they are deemed approved. The Board can deny based on aesthetics or harmony with the neighborhood.
- Parking & vehicles: Only passenger vehicles may be parked on streets or driveways. Boats, cycles, and campers cannot be parked in open carports for more than 48 hours in any 30-day period without Board approval. Repair of vehicles on premises is prohibited.
- Leasing & rentals: An entire lot (unit) may be rented, but the owner must provide written notice to the Board with the term and renter's contact information. No minimum lease term is specified.
- Assessments & fees: Each lot is subject to annual assessments determined by the Board, plus special assessments for capital improvements (approved by 75% vote). Assessments are a lien on the lot and nonpayment may result in foreclosure. Late payments incur 8% interest and collection costs.
- Pets: Only commonly accepted household pets are allowed, and they cannot be kept for commercial purposes. All other animals require Board approval.
- Party walls: Walls built on the dividing line between lots are party walls. If damaged by an owner, that owner bears the cost. If damaged by other causes, cost is shared equally. Modifications require neighbor's written consent.
- Right of first refusal on sales: Before selling or leasing, the owner must notify the Board, which has 15 days to approve or exercise a right of first refusal to match the terms. If the Board exercises, it has up to 45 days to finalize. The right does not apply to developer or foreclosing lenders.
