What Sun Valley Ranch's governing documents say
Sun Valley Ranch is a single-family home subdivision in Phoenix, AZ, governed by a homeowners association (HOA). It allows both manufactured homes (meeting specific size and safety standards) and stick-built homes. This document is the full Declaration of Covenants, Conditions, and Restrictions (CC&Rs) that binds all lot owners.
- Permitted home types: Lots may have a 'Single Family Dwelling' which can be a 'Manufactured Home' meeting minimum 1,000 sq ft (exclusive of garages), built on a permanent chassis, multi-wide, and meeting federal and county standards, or a 'stick-built' home. Construction or alteration of dwellings requires prior written approval from the Board or Architectural Review Committee.
- Use & occupancy: Lots are for private residential single-family use only. 'Single Family' is defined as persons related by blood/marriage/adoption, or up to three unrelated persons maintaining a common household. Home occupations are allowed if not visible from outside, with no signs or customer traffic, and must comply with zoning.
- Leasing & rentals: Owners may lease their dwelling unit, but all leases must be in writing and for a term of one month or longer. Leases must include a provision that the tenant will abide by the governing documents. The owner must provide the Association with tenant names, contact info, number of occupants, and pets.
- Pets & animals: Household pets (ordinarily up to five per lot) are allowed, but no breeding or commercial purposes. Chickens, goats, swine, cattle are prohibited. Up to three horses or ponies per lot are permitted with manure removal and insect control. Pets must be leashed (max 6 ft) when off the owner's lot.
- Parking & vehicles: No trucks over one ton, RVs, boats, trailers, or campers may be parked visibly from neighboring property unless screened and approved. No overnight street parking. Vehicles must be in operating condition with current registration. Garages must remain closed when not in use; garages/carports cannot be converted to living space.
- Architectural review & improvements: Any exterior improvement (building, fence, wall, antenna, color change, etc.) visible from neighboring property requires prior written approval from the Board or Architectural Review Committee. The Board may fine up to $5,000 for failure to obtain approval. Approvals not given within 45 days of complete submission are deemed approved.
- Assessments & fines: Annual assessments are levied per lot for common expenses. The Board may impose a reimbursement assessment of up to $200 per violation of rules. Fines for architectural violations can be up to $5,000. Unpaid assessments become a lien on the lot.
- General restrictions: Signs: only one 18"x24" real estate sign and one small residential ID sign allowed. Garage sales: no more than one per lot per calendar quarter. Fences: max 6 feet high. No reflective window materials. Solar devices require approval but cannot be prohibited; reasonable screening and color standards may be set.
