What Rogers Ranch Unit V Homeowners' Association, Inc.'s governing documents say
This is a CC&R violation enforcement policy for the Rogers Ranch Unit V Homeowners' Association, a standard single-family HOA in Arizona. It applies to all property owners and, for absentee owners, also to tenants. This document is a partial rulebook focused solely on how violations are noticed, penalized, and resolved; it does not include the full CC&Rs or other community rules.
- Violation notice & cure period: First notice gives 14 calendar days to fix the violation. If unresolved, a second notice warns of an initial penalty after another 14 days. After that, an initial penalty is assessed, and additional penalties may follow on later inspections. If no same-type violation occurs for 90 days, the process resets to a first notice.
- Monetary penalties schedule: Fines depend on the violation type. Examples: Vehicle Parking on Landscape ($215 initial, $215 additional); Recreational Vehicles ($50/$150); Design Construction ($100/$200); Animals ($25/$50); Trash/Signs/Holiday Decorations ($10/$10). Commercial vehicles and 'Other Violations' have amounts set by the Board.
- Emergency exceptions: Violations that threaten health, safety, or welfare (e.g., trash attracting pests, fire risk, escaped pet, or collapsed structure/tree blocking road/visibility) may bypass the standard notice process and be handled immediately.
- Right of self-help & owner hearing: The Association may enter the owner's property to fix violations and charge the owner for costs. The owner can request a hearing before any penalty is assessed; the hearing decision is final.
- What this document doesn't cover: This document is only the enforcement policy. It does not contain the full CC&Rs, architectural guidelines, pet limits, lease restrictions, or other community rules. For a complete picture, owners and residents must consult the actual CC&Rs and other governing documents.
